On average, Florida comprehensive plans udergo around 10,000 changes a year. Most of these changes are "housekeeping" provisions designed to introduce new growth management techniques or technologies. Under Amendment 4, these technical revisions would clutter our ballots. In Leon County in the past 3 years, there have been 61 changes to the Comprehensive Plan approved by the Tallahassee and Leon County Commissions.
